Submission of IDADIN Semi-Annual Report (SAR) through Electronic Mail and the Dangerous Drugs and Controlled Precursors & Essential Chemicals Monitoring System (DDCPEC-MS)
The Dangerous Drugs Board, together with the Philippine Drug Enforcement Agency, is pleased to inform its stakeholders of the online reporting system called the Dangerous Drugs and Controlled Precursors and Essential Chemicals Monitoring System or DDCPEC-MS. This system will now be used in submitting reports.
As part of the pilot test and parallel implementation starting 3 January 2022, we request all importers, exporters, manufacturers and distributors of dangerous drugs, controlled precursors and essentials chemicals, and mixtures and products containing dangerous drugs, controlled precursors and essential chemicals, chemical mixtures, and preparations to submit your IDADIN Semi-Annual Report through the DDCPEC-MS and through electronic mail.
Click this link to submit through the DDCPEC-MS, https://ddcpec.ddb.gov.ph/Security/SignIn.aspx. First-time users will have to register their account on the system. For any concerns or inquiries regarding the use of the system, you may send an email to misd.helpdesk@ddb.gov.ph.

Supplemental Advisory on the Submission of IDADIN Semi-Annual Report (SAR)
The Dangerous Drugs Board would like to clarify that only reports for Dangerous Drugs and Pure Controlled Precursors and Essential Chemicals will be part of the pilot test and parallel implementation of the Dangerous Drugs and Controlled Precursors and Essential Chemicals Monitoring System (DDCPEC-MS). All reports on these will have to be submitted in two concurrent ways – through the DDCPEC-MS at https://ddcpec.ddb.gov.ph/Security/SignIn.aspx and through email at cs.sar@pdea.gov.ph.
For mixtures, reports will have to be submitted only through email at lad@ddb.gov.ph. For those stakeholders who had already submitted their reports to legaldivision.ddb@gmail.com, please resend your reports at lad@ddb.gov.ph.
The submission of the Semi-Annual Report must be done not later than 15 January 2022.

Advisory for Maintenance Activities of Information Systems
ADVISORY:
The DDB will conduct maintenance activities of its information systems from 8:00 AM of June 11 to 5:00 PM of June 12. During this period, our information systems will be inaccessible. Advisory for Electrical Restoration and Maintenance
Electrical restoration and maintenance is going on at the DDB-PDEA compound. Power outages were experienced since this morning due to problems in a major electrical source. Onsite and online transactions with the agency are currently affected. Restoration of services will be announced once the power issues are resolved.

Advisory for Applicants of Certificate for Non-Controlled Chemicals and Certificate of Exemption for Products or Chemical Mixtures that Contained Controlled Substances in line with the “Enhanced Community Quarantine” being implemented in the entire Luzon
The Dangerous Drugs Board shall be implementing the following measures to minimize the risk of exposure of all stakeholders to the COVID-19 virus:
For clients of the Dangerous Drugs Board
- The validity of Certificates for Non-Controlled Chemicals and Exemptions for Chemical Mixtures, Finished Products, and Preparations Containing Controlled Precursors and Essential Chemicals, which will be expiring on the duration of the declared enhanced community quarantine (starting 16 March 2020), shall be extended until fifteen (15) days after the lifting of the Public Health Emergency Declaration.
- In the meantime, new applications for Certificates and Exemptions, including the required attachments, shall be sent thru email at mtfelix@ddb.gov.ph. Clients are advised to monitor the status of their applications through the ACEDS portal at www.ddb.gov.ph using the assigned transaction number.
- Collection of fees for Certificates and Exemptions shall be processed as delayed payment/s upon normalization of government operations when the Public Health Emergency Declaration is lifted.
For clients of the Philippine Drug Enforcement Agency
- The validity of Licenses of registered entities especially in affected areas of the declaration, which are set to expire on the duration of the community quarantine (as stated in item 1 of this Advisory), shall be extended until fifteen (15) days after the lifting of the Public Health Emergency Declaration. No penalty shall be charged provided that the License/s is/are renewed within the said period.
- Collection of fees for Permits under Article III of DDB Regulation No. 1, Series of 2014 (i.e. Import, Export, Transit Permits) shall be processed as delayed payment/s upon normalization of government operations when the Public Health Emergency Declaration is lifted.
- In lieu of the Local Order Permit, entities shall adopt an alternative recording system, supported by purchase orders and other relevant documents, which shall be subject to inspection upon normalization of government operations.

Submission of IDADIN Report (06 January 2020)
All licensed importers, exporters, manufacturers, and distributors of dangerous drugs / preparations shall submit semi – annual reports to the Dangerous Drugs Board pursuant to Section 4(d) of Regulation No. 7, s 2006 (Subject: Institutionalizing the Dangerous Drugs Board Integrated Drug Abuse Data Information Network) using DDB IDADIN Form 4-06.
Further, all licensed importers, exporters, manufacturers, and distributors of controlled precursors and essential chemicals / mixtures shall submit semi – annual reports to the Dangerous Drugs Board pursuant to the aforesaid Regulation using DDB IDADIN Form 5-06.
Refusal or failure to comply with the Regulation shall be considered a violation of Section 32 of RA No. 9165 or the Comprehensive Dangerous Drugs Act of 2002, as amended, with a penalty of imprisonment ranging from Ten Thousand Pesos (Php 10,000.00) to Fifty Thousand Pesos (Php 50,000.00)
