The Dangerous Drugs Board (DDB), through its Executive Director – Undersecretary Earl P. Saavedra, participated in the Program Convergence Budgeting (PCB) Steering Committee convened by the Department of Budget and Management (DBM).
The PCB Steering Committee, anchored within the government’s fiscal governance framework, ensures that agencies move in step with one another by harmonizing priorities, synchronizing expenditures, and maximizing the use of public resources. Through this coordinated approach, programs become more efficient and deliver outcomes that are responsive, measurable, and meaningful to the Filipino people.
As the lead agency for implementing the Philippine Anti-Illegal Drugs Strategy (PADS), the DDB coordinates the efforts of 41 national government agencies. Central to this role is the integration of health, social protection, and development-oriented interventions into the country’s anti-drug response, transforming it into a more holistic, people-centered, and sustainable framework.
Through policy harmonization, the DDB aligns PADS with the PCB framework, reinforcing inter-agency coordination and ensuring that preventive education, treatment, rehabilitation, and reintegration programs are not only funded but also guided by clear and measurable results. This reflects a shift from activity-based planning to outcomes-based governance, where impact serves as the primary measure of success.
By engaging in the PCB process, the Board underscores that effective budgeting transcends financial allocation. It is fundamentally an exercise in collective accountability and shared vision. When agencies converge under a unified fiscal and strategic direction, public service becomes more responsive and coherent, delivering interventions that uplift lives, strengthen families, and empower communities across the nation.
