The Dangerous Drugs Board, as Co-chair of the Technical Working Group on Human Rights-Based Approach to Drugs under the United Nations Joint Programme on Human Rights, joins various stakeholders, including civil society organizations, key national government agencies, local government units, policymakers, and educational institutions in the Philippine Drug Policy and Law Reform Summit.Â
The summit provides a series of dialogues which aim to recommend key reforms on the existing drug laws, crafting a roadmap towards more human rights-based and health-centered drug policies.

Undersecretary Earl Saavedra, Executive Director of the Dangerous Drugs Board, commended the dialogue partners for their shared experiences, expertise, and advocacy which led to the significant policy recommendations that formed the Rapporteur’s Report in the government’s response to the Settings-Based Drug Policy Reform Recommendations during the third day of the Drug Policy and Law Reform Summit.
Concluding with a call to action, Undersecretary Saavedra stressed the importance of shared aspirations and responsibilities of each sector, ensuring not only policy reforms but also the evolution of specific programs, projects, and service implementations to adapt to the changing drug landscape.

The Philippine Drug Policy and Law Reform Summit concluded recently, marking a significant step towards a possible reform of the country’s drug law. The Dangerous Drugs Board, as co-chair of the Technical Working Group on Human Rights-Based Approach to Drugs under the United Nations Joint Programme on Human Rights, played a key role in the forum.
The forum initiated a series of sectoral dialogues, gathering valuable input from government agencies, civil society organizations, and various community stakeholders. The Rapporteur’s Outcome Report, compiled from the discussions, will serve as a key document for crafting policy and legal reforms.

The Dangerous Drugs Board’s Executive Director – Undersecretary Earl Saavedra had an opportunity to hold a caucus with the United Nations Office on Drug and Crime (UNODC) Regional Representative Masood Karimipour and Country Manager Daniel Marchesi who both graced the Philippine Drug Policy and Law Reform Summit.
The DDB appreciates the support of UNODC in enhancing policies, formulating strategies, and implementing drug abuse prevention and control programs and projects.
