The Dangerous Drugs Board (DDB) provided policy guidance to the City Government of Pasig during the 1st Quarter Regular Meeting of the Pasig City Anti-Drug Abuse Council (CADAC) convened by the Pasig City Anti-Drug Abuse Office (PCADAO).

The meeting was presided by Mayor Vico Sotto, where DDB Executive Director – Undersecretary Earl Saavedra shared the standard process flow of the Community-Based Drug Rehabilitation Program (CBDRP) with the city officials and council members.

The CBDRP is anchored on Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, which mandates the State to ensure the availability of treatment, rehabilitation, and reintegration services for persons affected by drug use. Its community-based implementation was further institutionalized through DDB Regulation No. 4, Series of 2016, providing local government units with a clear framework for delivering rehabilitation services at the community level.

Under the Program, rehabilitation combines counseling, life-skills development, family engagement, and guided behavioral support, coordinated through case management to monitor progress and connect participants to necessary health and social services. The program also includes aftercare and reintegration support, helping individuals sustain recovery and gradually return to stable roles within their households and communities.

Within this framework, rehabilitation begins with screening and assessment to determine the appropriate level of intervention. Individuals assessed with mild to moderate substance use disorder may participate in structured community-based sessions rather than residential treatment, allowing recovery to take place while remaining connected to family and local support networks.

By strengthening the local implementation of the CBDRP, city governments are better positioned to organize recovery programs that respond to community realities while ensuring that individuals seeking help have accessible and structured pathways toward recovery.
