DDB Executive Director Undersecretary Earl Saavedra presented the proposed enhancements to the Philippine Anti-Illegal Drugs Strategy, reaffirming its core pillars: Supply Reduction; Drug Demand Reduction; and the strengthened Health, Social, and Developmental Services component.
While Health, Social, and Developmental Services has long been part of PADS, the enhancement formally defines it as a distinct strategic pillar to reinforce the government’s shift toward a balanced and health-based approach to drug prevention and control. He elaborated on how the enhanced structure strengthens the balance between the three pillars. Anchored on Executive Order No. 66, Series of 2018, and aligned with the Philippine Development Plan 2023–2028 and Sustainable Development Goal 3, the framework advances prevention, treatment, rehabilitation, reintegration, and sustained community-based interventions
The presentation guided implementing agencies in identifying programs that support sustainable recovery systems, stronger community engagement, and institutional reforms aligned with national development priorities.
