As part of the country presentations under the  Colombo Plan Drug Advisory Programme National Secretariats Meeting 2026 (CPDAP NSM 2026), the Philippines, through the Dangerous Drugs Board (DDB), provided a detailed account of its current drug situation and national response, delivered by Mr. Michael P. Miatari, Chief of the DDB – Policy Studies, Research and Statistics Division (PSRSD).  

The presentation outlined developments across both supply reduction and demand reduction, supported by national data and operational results. It covered sustained enforcement efforts targeting drug networks, alongside expanded prevention initiatives, treatment and rehabilitation services, and community-based programs. These were framed within the implementation of the Philippine Anti-Illegal Drugs Strategy (PADS), which integrates public health, law enforcement, and social development approaches.   

Beyond presenting national accomplishments, the report drew attention to emerging challenges, including evolving trafficking methods, the use of digital platforms, and the continued presence of transnational drug syndicates. These developments underscore the need for responses that are not only data-driven, but also adaptive and coordinated across borders. 

In this context, the Philippine delegation emphasized the value of strengthened cooperation with regional and international partners. Engagements within ASEAN, collaboration with the United Nations Office on Drugs and Crime (UNODC), and participation in the Colombo Plan Drug Advisory Programme were identified as key mechanisms for advancing shared objectives. 

The presentation also put forward priority areas for collaboration, including enhanced intelligence sharing, joint operations, research partnerships, and the development of interoperable digital monitoring systems. These are practical areas where cooperation translates into more effective disruption of drug supply chains and more responsive prevention and treatment systems. 

By situating national efforts within a broader regional framework, the Philippine report highlighted that addressing the drug situation is not only a domestic responsibility, but a shared undertaking among countries facing interconnected challenges.
