Consistent definitions and reliable data are critical in translating policy into effective action. To advance this, the Dangerous Drugs Board (DDB), represented by Deputy Executive Director for Operations – Assistant Secretary Ferdaussi Masnar, together with the Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP), engaged partner institutions including the Department of the Interior and Local Government (DILG), Department of Health (DOH), and Department of Social Welfare and Development (DSWD) for the Workshop on the Harmonization of Data and Terminologies Concerning Drug Personalities.

The activity provided an opportunity to revisit existing approaches and address variations in how information is categorized across agencies. By working through draft guidelines and comparing operational data, participants were able to identify areas where alignment is needed to support clearer communication and more coordinated implementation.

The session also covered how data informs real-world interventions. Updates from DILG on community-based programs, alongside inputs from DOH and DSWD on treatment and aftercare, illustrated how integrated data can support continuity of care. The discussions pointed to the need for clearer data definitions to ensure accurate tracking of individuals across programs and stages of intervention.

Guided by the framework of Republic Act No. 9165, the workshop reinforced that harmonization is a practical step toward improving service delivery and policy coherence. Establishing shared terminology supports better monitoring, more accurate reporting, and stronger collaboration across institutions.
