During the Opening Program of the 2027 Philippine Anti-Illegal Drugs Strategy (PADS) Program Timeline and Budget Harmonization Workshop, Department of Budget and Management (DBM) – Assistant Secretary Andrea Celene Magtalas delivered a message underscoring the critical link between sound policy direction and responsible budget preparation within the framework of the national anti-illegal drugs strategy.
In her message, she underscored that effective budgeting under the Program Convergence Budgeting (PCB) framework requires agencies to clearly demonstrate how their proposals contribute to shared national outcomes.
