The 47th ASEAN Senior Officials on Drug Matters (ASOD), under the leadership of ASOD-Thailand, served as a key venue for ASEAN Member States to refine regional policy directions and shape the next phase of cooperation on drug prevention and control. Led by ASOD Leader and Dangerous Drugs Board Executive Director Undersecretary Earl Saavedra, the Philippine delegation took an active role in shaping discussions on priorities that will help guide ASEAN’s response to the evolving drug situation.
A key outcome of the meeting was the continued development of ASEAN’s regional drug policy framework. As Lead Country for the Final Review of the ASEAN Workplan on Securing Communities Against Illicit Drugs (2016–2025), the Philippines is facilitating the technical review of the draft to ensure that the final document remains responsive to emerging challenges and provides a strong foundation for regional action. Complementing this effort was the refinement of the Guidelines of Practices and Protocols for the ASEAN Ministerial Meeting on Drug Matters (AMMD) and its Subsidiary Mechanisms, which aim to promote continuity, consistency, and institutional memory in the conduct of ASEAN’s drug policy mechanisms.
The meeting also underscored the importance of equipping prevention professionals with the knowledge and tools to address a rapidly changing landscape. Through the ASEAN Training Center for Preventive Drug Education (ATCPDE), the Philippines showcased the successful implementation of the ASEAN Virtual Training on Harnessing Artificial Intelligence and Digital Tools for Preventive Drug Education before introducing a new regional training program centered on the latest evidence-based drug prevention interventions. Together, these initiatives reflect ASEAN’s growing emphasis on innovation, practical learning, and evidence-informed prevention.
Regional engagement likewise extended beyond ASEAN through the 9th ASOD + India Consultation, co-chaired by the Philippines and India, which provided an opportunity to exchange perspectives on emerging drug trends and deepen collaboration on shared concerns.
The meeting also laid important groundwork for the 9th ASEAN Ministerial Meeting on Drug Matters (AMMD), which the Philippines will chair this October. Building on the outcomes of the 47th ASOD, the Philippines looks forward to working with fellow ASEAN Member States in carrying these priorities forward through the upcoming ministerial meeting.
