In his address, he acknowledged the everyday responsibilities carried by local officials, noting that governance at the grassroots level shapes the lived realities of families and the opportunities available to the youth. He emphasized that sustained progress depends on structured local leadership and the consistent implementation of programs that protect communities.

Secretary Valenzuela also reaffirmed the countryโ€™s comprehensive approach to drug prevention and control, highlighting the integrated pillars of supply reduction, demand reduction, and health, social, and developmental services. He stressed that these efforts are most effective when local governments and Anti-Drug Abuse Councils (ADACs) operate with coordination and accountability.

His message reinforced a forward-looking view of governance, where disciplined implementation defines lasting community outcomes.
