In strengthening the country’s approach to drug abuse prevention, the Dangerous Drugs Board (DDB)  continues to emphasize that effective policy must be supported by responsible, inclusive, and well-informed communication. 

The DDB convened a three-day Seminar-Workshop focused on the development of gender-responsive Information, Education, and Communication (IEC) materials on drug abuse prevention education. The initiative brought together participants from the Philippine Drug Enforcement Agency – Preventive Education and Community Involvement Service (PDEA-PECIS), Action Officers of Anti-Drug Abuse Councils (ADACs), and graphic artists from selected universities and colleges. 

The program focused on foundational Gender and Development (GAD) concepts, principles of effective communication, IEC design, and strategic information dissemination. Ms. Monette Santos, Certified Member and Resource Person of the Philippine Commission on Women National GAD Resource Pool, provided guidance on integrating gender perspectives into public information materials to promote fairness, representation, and sensitivity. Mr. Bradley De Leon, Division Chief of the Creative and Production Services Division of the Philippine Information Agency, led sessions on message framing, visual communication, and multi-platform dissemination. Participants developed proposed communication strategies and draft IEC materials tailored to specific target audiences. 

 Drug addiction remains a complex public health and social concern. In this context, the way prevention messages are framed—through language, visuals, and tone—can influence how communities understand risks, seek information, and support one another. Communication that is clear and respectful helps foster informed dialogue while avoiding unintended stereotypes or misconceptions. 

 By investing in gender-responsive and strategically designed IEC materials, advocates strengthen the impact of drug prevention efforts.
