Dangerous Drugs Board Executive Director – Undersecretary Earl Saavedra, served as a featured resource person at the Commission on Higher Education’s (CHED) Administrative Convergence 2025, held under the theme “Resiliency and Excellence for Administrative Personnel (REAP).”
In this gathering of administrative professionals and decision-makers among CHED central and regional offices and state universities and colleges, Undersecretary Saavedra had the honor to present the DDB’s flagship initiative, Creating Holistic Human Resource Management towards an Agile and Motivated Workforce Program (CHAMP). Developed in alignment with the Civil Service Commission’s PRIME-HRM framework, CHAMP reflects DDB’s proactive efforts to institutionalize strategic, people-centered governance in the public sector.
Through CHAMP, the agency advances innovations across four critical HR systems: recruitment, learning and development, performance management, and rewards and recognition. The program also embodies a distinct competency framework that defines DDB’s workforce culture: Competent, Holistic, Action-Oriented, Motivated, and Professional.
The DDB’s participation served as an opportunity to share its ongoing efforts in human resource development, as part of its aspiration to become a CHAMPion agency delivering premium public service.
